The tasks of COGEM are defined in the Dutch Environmental Management Act (Wet Milieubeheer). As an independent scientific advisory body, COGEM provides the government with both solicited and unsolicited advice on the potential risks to humans and the environment associated with the production and handling of genetically modified organisms (GMOs). In addition, COGEM issues policy reports to inform the government about ethical and societal issues related to GMOs.
All areas of biotechnology are covered by COGEM, from agriculture to medical applications, and from laboratory research to commercial introduction. However, COGEM does not advise on food or feed safety issues, nor on potential risks for patients undergoing medical treatment. COGEM also does not advise on occupational health and safety risks, as these fall outside the remit of GMO legislation.
